CARRIED UNAN. ADOPTION OF THE MINUTES: Councillor Walters moved to adopt the minutes of the Regular Meeting of Council held July 12, 2010. CARRIED UNAN. DELEGATIONS: Sgt. Patty Neely of the Beiseker RCMP detachment presented Council with the stats for activities from April 2010 to present. The biggest event of interest was break in at the pharmacy. This will be handled by the general investigative team from Calgary as it seems to be a ring hitting small community pharmacies in the area. A new policy has been instituted at the detachment where each staff member must spend at least one hour per shift working with youth or on traffic enforcement within the community. She also advised that despite the rumours, there are no plans to close the Beiseker Detachment at this time. BUSINESS ARISING FROM THE MINUTES PUBLIC WORKS: The Public Works Foreman informed Council of the following: Reservoir #2 controls require repair, last year’s quote was 7 to 10,000.Drumheller water issues are being investigated by Alberta Environment, despite the discolouration the water is safe to drink. Beiseker still does not have a flush point before the water enters our reservoir. All the other municipalities on the line have this flush point. The lagoon liner in the final settling pond is leaking but it has not draining sufficiently to see the point that needs repair. BUSINESS ARISING FROM THE MINUTES: The swale is completed in the alley along the condos and the alley has been paved. A swale will be needed at the south end or earth will be eroded, an asphalt swale will cost in the range of 12,000 dollars. We are waiting for a quote on a concrete swale. PUBLIC WORKS: The Public Works Foreman informed Council of the following: The lagoon drain valve will be finished as soon as weather permits. The sidewalk program is almost finished for this year. Crack filling and line painting will start as soon as weather permits. A discussion was held on putting in storm sewer on 2nd Avenue between 7 & 9 Street. IN THE COUNCIL CHAMBERS PAGE 2 NEW BUSINESS: COUNCILLORS REPORTS: Hnybida N/A N/ACourtman Deputy Mayor Courtman stated how pleased he was with the July 1 Canada DayCelebration put on by the Ag Society. Despite the weather it was well attended and everyone had a great time. He asked if it could be mentioned in the Newsletter regarding the rules for holiday trailers being left on the street. He is working with Ducks Unlimited to re-establish the urban wetlands behind the Train Museum. Walters Councillor Walters stated that the Fire Department is still in need of a vehicle to transportwater and personnel as the water tender is still in need of repair. Fegan Councillor Fegan stated that the Wildrose Community Futures has had total organizationalrevenues exceeding $1.1 million from the Western Diversification operational funding and that operational revenues were up almost 10% and investment fund interest revenues were up 6% in this 21st year of operation. Loans in excess of $2 million were made to 42different businesses in the region, which resulted in the creation or maintenance of 108 full and part time jobs. Doubtful loans and write-offs, along with administrative expenses were only 1.6 % of the total investment fund assets. Rowe Mayor Rowe teleconferenced to a meeting regarding policing in Alberta. It appears thatevery municipality will be paying for this service in the near future, including municipalities under 5,000 and the rural municipalities. The cost will be based on some combination of population and assessment. It looks like the Village of Beiseker will be paying approximately $7,600.00 per year. He and Deputy Mayor Courtman will be attending a meeting with the Deputy Minister of Transportation in regard to the airport grant and an inter-municipal meeting will be held with Rocky view County on July 15. CAO Q91 Radio is launching a new advertising campaign entitled Small Towns; BIG IDEASon July 21, 2010 at a cost of $720 for 10 weeks of advertising featuring Beiseker every Wednesday, 12 times per day.
